TOMPKINS COUNTY, N.Y.—Police have arrested one man in connection with a robbery and shooting in the Milton Meadows Apartments in Lansing.

Clifton Bibbins, 38, of Utica, N.Y., was arrested on Thursday afternoon. Bibbins has been charged with first-degree assault, first-degree burglary, first-degree attempted robbery and second-degree possession of a weapon. Bibbins was remanded to Tompkins County Jail without bail.

The incident took place on Oct. 14, when Bibbins allegedly shot a 31-year-old man in the foot and struck him in the head with a handgun after he and another unnamed suspect forced their way through an apartment door. The victim was treated and released from a hospital. It does not appear the second suspect has been apprehended.

The Tompkins County Sheriffs Office did not specify where Bibbins was located. They did say the Ithaca-Tompkins County Specialized Response Team, the new name for the former SWAT team, was utilized to take Bibbins into custody “to increase the likelihood that Bibbins would be taken into custody safely,” police claimed.

Sheriff Derek Osborne also thanked the community for its help with the investigation.
