ITHACA, N.Y. — An Ithaca man has been charged with two felonies after police report finding crack cocaine, heroin and fentanyl packaged for distribution, and cash on him.

Police reported that an Ithaca Police Investigator spotted Ramell Starks Saturday on the 100 block of Chestnut Street in Ithaca. The investigator was aware that Starks had three active bench warrants issued from Ithaca City Court and was secured in custody, police said.

Starks was found to be in possession of crack cocaine “packaged consistent with distribution” and a quantity of heroin and fentanyl also packaged for distribution, and $500 cash, police said.

Starks was charged with two counts of third-degree criminal possession of a controlled substance and two counts of fourth-degree criminal possession of a controlled substance.

Starks was arraigned in Ithaca City Court and remanded to Tompkins County Jail without bail.
