On September 22nd, 2016 at about 8:35PM, Deputies observed a 2012 BMW traveling north on State Route 13 near Third Street in the City of Ithaca.
They reported that a young male was hanging out the window vomiting, and the vehicle was traveling at a high rate of speed for conditions.
