Nicholas J. Monaco, 38, of Ithaca, is charged with misdemeanors for second-degree menacing and fourth-degree criminal possession of a weapon.
Police said they were called around 4:11 p.m. to the 100 block of West State Street, where witnesses said Monaco threatened another man with a gun. He then fled into a building with multiple housing units.
Ithaca police officers with guns drawn and the K9 unit were at the scene until past about 6:30 p.m. when Monaco turned himself in.
The blocks of 100 and 200 West State streets and 100 North and South Geneva streets were shut down to traffic and taped off with police tape.
Police said Monaco is still in custody pending arraignment at Ithaca City Court.
