GROTON, N.Y. — A Groton man is facing charges after police were called to a domestic dispute at an apartment on Monday, officials said.

Deputies were called around 9:34 p.m. to an apartment at 104 Peru Road in the village of Groton where they took Philip W. Devinney into custody.
Police said in a news release that Devinney struck and choked a victim that had an order of protection against him.
He was charged with second-degree criminal contempt, criminal obstruction of breathing/blood circulation and second-degree harassment.
He was arraigned at the town of Groton Court and is in custody at the Tompkins County Jail in lieu of posting $2,500 cash or $5,000 insured bond.
