Rudolph Bruce, 56, was charged with three counts of felony failure to register of verify as a sex offender in October. He was convicted of third-degree rape of a female victim on June 4, 1999 and sentenced to two-to-four years in prison.
Bruce accepted a plea deal Monday afternoon that promises him 120 days in jail and five years of probation for pleading guilty to one of the charges.
According to court documents, Bruce — who is a level three sex offender, meaning he has a high risk of being a repeat offender or posing a safety threat to the public — hasn’t kept the court up to date on his current address since Aug. 12, 2013. He’s supposed to check in with a court every 90 days.
He also didn’t tell officials that he changed his address this summer in Enfield within the 10-day allotted time frame.
Records show that Bruce did not have his picture retaken with the Tompkins County Sheriff’s Office this summer, a necessary provision of his release from jail that requires him to keep a yearly updated photo with law enforcement for the state sex offender registry.
Bruce is currently remanded to the Tompkins County Jail without bail until sentencing.
