ITHACA, N.Y. — A Lansing technology firm is asking the Tompkins County Industrial Development Authority for a tax abatement Thursday evening — two days after a former employee was arrested and accused of stealing $240,000 from the company.

Advanced Design Consulting USA (ADC), located at 126 Ridge Road, applied for a one-time sales tax abatement for the cost of construction materials as part of a planned expansion project. The abatement is valued at $54,880.

On Tuesday, former employee, Pamela A. Hinshaw, was arrested on felony charges of second degree-grand larceny, second-degree forgery, and first-degree falsifying business records, New York State Police said in a news release.

Police said an investigation determined that from 2007 through 2015, Hinshaw stole more than $240,000 by issuing herself checks from the business operations accounts and then forging the owner’s signature. She was able to alter the business records of the company to hide her thefts.

Hinshaw was arraigned in Lansing Town Court and taken to Tompkins County jail on $10,000 cash bail or $25,000 property bond.

The ADC’s third expansion in 12 years is valued at $910,000, would retain 14 jobs and create 7 additional jobs in their Lansing facility, with a median salary of $40,000. If approved, the expansion project would be completed by June 2016. With the expansion, ADC’s revenues are predicted to increase from the current $2 million, to $2.7 million in three years. The company did not commit to local construction labor in their application.

The company had previously applied for and received tax abatement approvals for a larger, 20,000 SF expansion project, but according to the current application, the firm reassessed its needs and decided to go with a smaller plan for the time being. The original abatement was never utilized. Supplemental documents indicate the town of Lansing has approved the physical plans for the expansion.
