ITHACA, N.Y. — A man accused of masturbating in his car while staring at a women in a Cornell parking lot said in court documents that he was changing his pants after spilling coffee on himself.

Floyd G. Slater Jr., 23, is charged with public lewdness and in custody at the Tompkins County Jail as of Wednesday night.
On Oct. 20 around 8:15 a.m., according to town of Ithaca Court documents, Floyd said he spilled a cup of coffee on his lap while delivering newspapers throughout the Cornell campus. He said he pulled into the parking lot to change into a spare set of clothes he kept in his backseat and placed his hand over his genitals when he did so.
Around the same time, the records say, Slater noticed a woman looking at him and made eye contact with her until he was finished putting his pants on and drove away.
In a statement made by the witness, she said Slater was masturbating while staring at her.
A week later around 7:35 a.m. on the Cornell campus, Slater admitted that he shouted at two women — in two separate incidents — while they walked on the sidewalk and he drove nearby. He said he asked the women to engage in oral or sexual conduct with him and shouted profanities at them.
At least two of the women were able to provide police with a description of the man and identified him in a photo composite.
Officials said Slater is also a registered sex offender and, according to online documents, he was convicted May 23, 2013 of felony second-degree attempted rape of a 14-year-old girl. The document states that Slater was sentenced to 6 months in jail and 10 years of probation.
Officials said Slater is not a Cornell student or employee.
