Marquis Rausch-Moran, of 305 West Green Street, was arraigned in front of Judge Joseph Cassidy on charges of first-degree criminal sexual act and first-degree sexual abuse.
Rausch-Moran was taken into custody by Ithaca Police Department officers on April 15 after an incident that occurred at 7:20 a.m. on Feb. 23.
According to court records, Rausch-Moran engaged in oral or anal sexual conduct with a person who cannot give consent because they are “physically helpless.”
Records show that Rausch-Moran is being represented by lawyer William Furniss.
A Tompkins County court clerk said the defendant has been released on his own recognizance and an order of protection was granted to the victim.
