Officials were called to the intersection of South Albany Street and South Titus Avenue shortly after noon, police said.
Ithaca Police Chief John Barber said the wire was hitting a fire hydrant, which caused smoke to fill the air and a nearby resident to call 911.
The Ithaca Fire Department, Ithaca police, and New York State Electric and Gas Corporation are at the scene as of about 12:40 p.m.
The road is closed for just about a block on the 200 block of South Titus Avenue.
Officials said it is unclear how long the road will be closed.
