SPENCER, N.Y. — Flash flooding damage in Tioga County is keeping a road closed at least a week after it crumbled Sunday night, an official said.

Heavy rainfall, water saturated soil and debris were likely all factors to the Ellis Creek Road damage, Public Works Commissioner Gary Hammond said.
He said the damage is about mid-way on the road, which will be closed for seven to 10 days as repairs take place. Traffic is being rerouted to Crandall and Oak Street roads.
Hammond said officials are still estimating the cost of the road repairs and two water pipes damaged during the storm.
