On Tuesday, at around 9:13 p.m., state police in Owego arrested Joshua R. George, 23, of Ithaca.
George was charged with the misdemeanors of endangering the welfare of a child and tattooing a child less than 18 years old. A girl unlawfully received a tattoo while at a residence on Back West Creek Road in the Town of Candor, state police said.
“An investigation determined that George had unlawfully tattooed his 15 year old girlfriend with a homemade tattoo gun. George was issued tickets returnable to the Town of Candor on May 11, 2015,” a news release said.
